Today I checked vaperstore.eu, eecigi.net, and oxygain.sk and they are working, Tor is not needed. How is that possible?

This is because authorities are implementing provider (DNS) blocking, not a full network-level block.
In practice, this means two things:
- Provider-dependent: It’s possible that one internet provider (e.g., Telekom) has already activated the block, while another (e.g., Digi/One or Yettel) hasn’t yet, or handles it differently technically.
- DNS settings: If someone isn’t using their provider’s default DNS servers but has changed it in their router or computer to a public one (e.g., Google’s 8.8.8.8 or Cloudflare’s 1.1.1.1), then these blocked sites will load completely fine without Tor or a VPN.
