Since I’ve been vaping and ordering items from vape shops (regardless of category), cash on delivery is only possible from local Romanian online shops. I haven’t encountered cash on delivery from foreign ones anywhere so far.

My experience is also that cash on delivery is only possible locally everywhere. I suppose it’s because if they don’t accept the package, they lose the round-trip shipping cost. For international package shipping, that can be a significant amount.
