I read this comment today in a Belgian group, which might largely be true for our country’s government’s line of thought as well, regarding why they don’t support, why they ban, and restrict trade related to vaping.
"Ultimately, Belgium is not at all interested in the vape industry. The industry is much smaller than in France, and its turnover (and thus its revenue through VAT and taxes) is much lower.
It’s important to note that a state loses threefold when a smoker quits:
1/ less tax from cigarette sales.
2/ less tax related to the manufacturing/sale of medicines.
3/ less chance to save for the pension of a person who dies prematurely due to smoking.
Therefore, it is purely in a state’s economic interest for its population to continue smoking. And this is true even if it means directly conflicting with the public health mission of that state…"
And despite all the restrictions, our beautiful country has achieved that vapers who prefer the DIY route cannot get their precious liquids. And on the black market, all those disposable junk items are spreading like cockroaches in an apartment block! Brilliant
If you are bringing items into Hungary for your own use from another EU member state, according to the main rule of the NAV, the following quantities are considered below commercial quantity (i.e., duty and tax-free):
E-cigarettes and e-liquid: Individuals can bring products for their own needs (not for resale). Although the EU does not strictly specify the exact number of items, unlike traditional cigarettes (800 sticks), a quantity corresponding to consumption rules (e.g., a couple of devices, a reasonable amount of liquid) is permitted.
Does anyone know more precise details? Or does the quantity depend on their mood?
It seems I’m very ignorant on this topic, but if I understand correctly, if I order 2 devices from somewhere, the tax authority won’t fine me for it?
Also, if I order e.g. 5 flavorings, 500 ml of base liquid, and let’s say 5 boosters, is that still legal and they won’t punish me for that either?
Is this a new law, or has it always looked like this?
And one more question regarding this, if I order the same things from China in similar small quantities, is that also legal? I mean, if they seize my package, will I only have to pay customs and VAT for non-commercial quantities, or is ordering from outside the EU illegal even if I only order one atomizer?

It’s illegal to order liquids from anywhere to Hungary Of course, it’s another question that regardless of this, everyone keeps ordering (If you go to the tobacco shop and buy it, that’s not illegal, but it’s crappy in return)
I usually order hardware from China every month. I’ve had orders over $100 come multiple times. It’s never been a problem, that’s NOT illegal YET. If you order properly, the shop you order from handles the customs. This results in quite expensive shipping prices, but at least they don’t mess around with customs, and it’s still cheaper (e.g., the Legend 5 also came out 7-8 thousand cheaper)
